CASE <br /> <br /> ELMCREST PARK CONCEPT PLAN <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />At the Park and Recreation Commission regular meeting on Thursday, October 12, 2000, it was <br />determined that in December the Commission would invite interested parties to provide <br />comment on Elmcrest Park's development plan. Attached is the letter mailed to residents in the <br />vicinity of the park. Also attached is a list of other parties receiving the same invitation. <br /> <br />The following is an approximate timeline for this stage of Elmcrest first phase of development. <br /> <br />Introduce project and discuss timeline (Staff). <br />November - City Council authorizes staff to enter into the grant agreement. <br />November - Staff invites stakeholders to a Park and Recreation Commission workshop <br /> to discuss the park's development for the purpose of refining the park <br /> plan. <br />December - The Park and Recreation Commission conducts its workshop style <br /> openhouse. <br />December- City Council approves the annual budget including funding for the <br /> Elmcrest Park. <br /> Park and Recreation Commission approves Elmcrest Park's design. <br /> Staff disseminates RFP's for engineering services. <br /> City Council approves the park plan and awards the contract for <br /> engineering services. <br /> City Council authorizes advertising 'f'dr bids. <br /> Bid awarded for grading, curb, blacktop, irrigation, well and controls. <br /> <br />January - <br />January - <br />January - <br /> <br />February - <br />March - <br /> <br />Staff recommendation for this meeting is as follows: <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />· <br /> <br />Announce that the meeting will be recessed for a workshop to examine different <br />configurations and recreational opportunities for the park (Chair). <br />Recess meeting (Chair). <br />Review first draft of Elmcrests Concept Plan (Staff). <br />Gather participants around table (Chair/Commissioners) <br />List ideas and sketch different concepts (All). <br />Identify consensus opinions (All). <br />Identify areas of further work needed (Commission). <br />Reconvene meeting (Chair/Commission). <br />Organize Concept Plan Committee (Commission). <br />Direct staff to revise Elmcrest Park Concept Plan as necessary (Commission). <br />Determine next meeting date (Commission). <br />Commission action affirming Committee assignments and next meeting date (Commission). <br /> <br /> <br />
