October 16, 2001

Attention Planning Commission Members
And City Council

I am asking for a 3year extension on my Conditional Use permit for grading
and mining of topsoil to build a pond. My excavation of topsoil on this
project has been slower than I anticipated. I have taken great care in the
operation of this excavation project, for safety, respect of adjoining
neighbors, landscaping the perimeter of the pond, and building and
preserving the wildlife habitat.

I have had several city, state and private parties stop by and comment on
how great the project is looking. Members of the Metropolitan Council have
commented on using this project as a fine example of care in excavation.
Several of the adjoining neighbors now have Lakeview property in their
back yards. This greatly increases the value of surrounding homes.

The finishing of my pond will become faster and easier. I have purchased
several late model pieces of equipment to aid in soil removal. I currently
have two full time and several part time employees.

The remainder of 2001 will be spent digging material on the north shore of
the pond. In 2002, I plan to dig the east side of the pond and the area around
Birch Island. By year 2003, I will f'mishthe northwest comer of the Pond
and proceed to remove the haul road in the center of the pond joining the
two portions of the pond. Minor grading of the pathway around the west. '
side of the pond will also be completed that year.

With all the trees that I have planted and have growing on the shores, the
lake is shaping up very nicely. Upon-completion, the pond will be a very
nice asset to the City of Ramsey.

John Enstrom
