Jim Green, 5858 - 158t~' Lane NW, Ramsey, inquired as to what is happening with his neighbor's
commercial truck. He stated that his neighbor has not met the deadlines given by the City and he
questioned what would happen next.

Mayor Gamec replied that no plans have been received by the City from Mr. Green's neighbor.

Mr. Green replied that it was his understanding that the neighbor had to have a plan submitted to
the City by October 15, 1999, of the proposed building and that has not been done.

City Administrator Norman explained that all the City is able to do currently is to document the
situation. He noted that the City is not following through with deadlines at this time due to lack
of staff.

Mr. Green replied that the situation is getting to be very frustrating.

Mayor Gamec noted that he is taking on some of the serious code issues himself to try and
resolve them while they are short of Staff.

Marguerite Henke, 14311 Armstrong Boulevard NW, Ramsey, stated that she has been a resident
of Ramsey for 18 years and has reviewed some exerts from the Sunday paper in regards to higher
density. She explained that the reason for her reading the statements was because the Met
Council seems to run a lot of what is going on and there seems to be a grass roots effort of the
citizens to be heard. She does think the Met Council and local governments need to consider
charging impact fees so that taxpayers do not pay for the extra roads and schools, but the
developers do.

Councilmember Hendriksen stated that he sits on the Cable Commission and during the last
meeting they had a technical discussion in regards to the type of microphone that is used at City
Hall. He explained that there have been several complaints that people from home cannot hear
the Councilmembers speak during the meetings. He reviewed the technical details of the
microphone and directed staff and other Councilmembers on how to use the microphone
correctly to assist with the problem.

APPROVE AGENDA

City Administrator Norman requested that Case//6 Authorize Hiring Planning Intern be added to
the agenda.

City Attorney Goodrich requested that Case//7 Subsidy Agreement with In-Tech Inc. be added
to the agenda.

City Council/November 9, 1999
