Rick Keeler, Vanman Companies Architects and Builders, stated that the addition would include
a family life center with three gym spaces for youth activities and conferences

Councilmember Anderson suggested that they do their very best to adjust the acoustics so the
gym area can be used for large groups.

Mr. Keeler replied that they have engaged an acoustic engineer who has come up with a solution
to the problem.

Councilmember Hendriksen inquired as to the drainage concern.

Mr. Keeler replied that the issue is due to the roof water drainage.

Mayor Gamec stated that Lord of Life has been good at working with the Community, not only
the church members, and questioned if they will continue to do so with the addition of the gym.

A representative replied yes.

Councilmember Anderson noted that the Development Permit reads "On July 27, 1999, Site Plan
Approval..." and questioned if that was correct or if it is a typo.

City Engineer Jankowski replied that the Development Permit should read November 9, 1999.

Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to grant site
plan approval to the proposed expansion of Lord of Life Church contingent upon compliance
with the City Staffreview letter dated November 2, 1999.

Further discussion: Councilmember Zimmerman inquired if there any plans to expand to the
north. Mr. Keeler replied that the master plan is to expand to the south with a larger worship
space and adult education.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Hendriksen, Anderson,
and Zimmerman. Voting No: None.

Case/13:

Request for Site Plan Review; Case of Connexus Energy Storage Building

Planning Consultant Scazlo stated that Connexus Energy is requesting site plan review for a 200
square foot accessory building to be located on their property at 14601 Ramsey Boulevard NW.
The building will house equipment that boosts the amplification of telephone signals in the
Ramsey area. The equipment belongs to NorthStar Access, L.L.C, of which Connexus Energy is
49% owner. The building will have no significant effect on the Connexus Energy site.
