Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Connolly, <br /> Anderson, and Hendriksen. Voting No: None. <br /> <br />5. Mr. Johnson stated that ACCAP is requesting a recommendation from Council to proceed <br /> with the development agreement and formation of a Qualified Housing District for tax <br /> increment financing. <br /> <br />Councilmember Hendriksen stated that he thinks what Mr. Johnson is requesting is included in <br />Case #4 and #5 of the consent agenda. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connotly, to approve <br />items #4 and #5 of the consent agenda. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />6. Mr. Johnson stated that an optional source of financing for the townhomes has been made <br /> available from MHOP that would require the money to be distributed to the City and then the <br /> City would have to allocate to the project. It would require that four of the housing units be <br /> charged 30 percent of their annual salary for rent and three of the four units must be given <br /> priority to Minneapolis residents, but all of the same regulations apply. <br /> <br />Councilmember Connolly suggesting including the issue in neighborhood meetings. <br />Councilmember Anderson inquired if these units would be in addition to section eight vouchers. <br />Mr. Johnson replied yes that it would be separate from any other financing program. <br />Councilmember Anderson questioned how many units can use a section eight vouchers. <br /> <br />Ms. Wright replied 25 percent or less. <br /> <br />Councilmember Anderson stated that ACCAP needs to be up front with the residents. <br /> <br />Mayor Gamec inquired how many dollars would be involved with the additional funding. <br /> <br />Mr. Johnson replied $120,000 per unit. <br /> <br />Councilmember Hendriksen stated that he is not the biggest fan of the project, but he has agreed <br />reluctantly to continue with the project, but going in the direction of making the development <br />less appealing to the neighborhood would be leaning towards losing his support. <br /> <br />Mr. Johnson stated that they are only making the request, but it will not impact whether or not <br />the development is done. <br /> <br />City Council/November 23, 1999 <br /> Page 24 of 25 <br /> <br /> <br />
