Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to adopt Resolution #99-12- approving the extension of an additional 60 day review period of an interim use permit for a temporary office structure for Transwest, Inc. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, Anderson, and Hendriksen. Voting No: None. Case #4: Resolution to Request Continuance for an Interim Use Permit for a Temporary Office Structure; Case of Amcor Precast Planning Consultant Scalzo stated that on November 28, 1995, the City issued an interim use permit to Amcor Precast at 6640 Industry Avenue NW, Ramsey for the utilization of a 24' x 60' modular office structure until June 30, 1997 to complete their assessment of space needs for preparing a site plan to develop the site as a permanent location for the applicant. After determining that it was premature, because of lower than projected sales volume, to commit to developing permanent office space on the property, the applicant applied for and was granted a second interim use permit of two years for the use of the temporary structure, The applicants are requesting another interim use permit to utilize the modular office structure for a two year period. Amcor is presently looking for design build contractors for a 24,000 square foot manufacturing facility to be built in the year 2000 with new offices and a batch plan to be constructed in 2001. Staff recommended continuing the application until the City is able to review and adopt new text supporting the processing and applications of interim use permits. The text amendment will require recommendation by the Planning Commission and action by the City Council. Case #5: Request for Authorization for Execution of Addendum to Development Agreement with Julian M. Johnson, d.b.a. Heritage Millwork City Administrator Norman stated that the City of Ramsey entered into a development agreement with Heritage Millwork, on October 31, 1996. The original project included the construction of a 34,104 square foot facility, which is' in the business of manufacturing windows and doors for home builders. Heritage Millwork is currently in the process of constructing a 28, 719 square foot expansion to their facility and have requested assistance. The financial assistance would be in the form of an addendum to their 1996 development agreement. The development agreement addendum for this project allows for the contribution of $4,100 of the tax increment proceeds of City Council/December 14, 1999 Page 7 of 18
