Councihnember Zimmerlnan stated that it was his understanding that the high density was at 15
units per acre.

Councihnember Anderson also noted that on page 34 high density is listed at 10 units per acre
under "Land Inventory".

Mayor Gamec inquired if it is referring to net or gross density.

Councilmember Anderson stated that she was confused on page 2 with gross being lower than
net.

Planning Consultant Scalzo explained that gross is usually less, because they subtract out
unbuildable land.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to amend the
Comprehensive Plan so that high density is 15 units per acre throughout the document.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None.

Councihnember Hendriksen stated that he suggested the wording on page V-14 regarding the
septic system inspection because the Met Council is requesting an inspection program beyond
Minnesota rule 7080 and anyone can get a copy of 7080. He felt the wording should state
"inspection program consistent with what is required by Met Council as stated at the August 10,
1999 meeting".

Councilmember Anderson replied that the City needs to follow state law.

Councilmember Hendriksen stated that the Met Council is demanding something more than state
law.

Councilmember Anderson replied that the average person who was not present at the August l0th
meeting would not know what was stated by Met Council.

Councilmember Zimmerman stated that he would agree with adding the wording relating to
Minnesota rule 7080.

Councihnember Connolly inquired if the tape from the August l0th meeting is available for
review.

City Administrator Norman replied that he has currently not been able to locate the tape, but has
contacted the cable company for a copy.

City Council/December 14, 1999
