City Attorney Goodrich suggested having the City Administrator, Mayor and a Councilmember <br />sign and date each page of the document. <br /> <br />City Administrator Norman questioned if the Council would like to forward the Comprehensive <br />Plan to the Met Council with or without preliminary approval. <br /> <br />Mayor Gamec suggested submitting the document for a review process without preliminary <br />approval. <br /> <br />City Attorney Goodrich stated that the decision would depend on if the City Council is ready to <br />give preliminary approval. <br /> <br />Councilmember Hendriksen inquired if the submit the Comprehensive Plan to the Met Council <br />with preliminary approval subject to Met Council approval, would it eliminate confusion of what <br />plan the City is operating under. <br /> <br />City Attorney Goodrich replied that the proposed Comprehensive Plan would not become <br />effective until it is adopted, but with preliminary approval, it would show more intent. <br /> <br />Councilmember Anderson inquired if the changes that have been to the document substantial <br />enough to require another public hearing. <br /> <br />City Attorney Goodrich replied no. <br /> <br />Mayor Gamec stated that by not submitting the plan with preliminary approval it would allow for <br />more negotiable power based on the Met Council review. <br /> <br />Councilmember Hendriksen replied that he is concerned that the City should be in the strongest <br />position possible as it relates to potential litigation. <br /> <br />City Attorney Goodrich stated that if the Council is comfortable with the Comprehensive Plan he <br />would recommend submitting the Plan with preliminary approval, unless further negotiation is <br />needed amongst the Council. <br /> <br />Councilmember Hendriksen suggested submitting the Comprehensive Plan with preliminary <br />approval to the Met Council after the document is completed and the Council reviews. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table the <br />item for changes to be made and bring back for final review. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />City Council/December I4, 1999 <br /> Page 11 of 18 <br /> <br /> <br />
