CASE # / <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT <br />FOR TWO DWELLINGS ON ONE PARCEL; CASE OF DONALD KVETON <br />By: Acting Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />City Code states that there shall not be more than one main building on a lot unless otherwise <br />provided for in City Code. Mr. Kveton has a dwelling at 5750 177~ Avenue N.W. and he is <br />requesting a conditional use permit to maintain a second dwelling (carriage house) on the <br />property to provide separate living quarters from his own for the estate caretakers. The following <br />items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Carriage house elevations <br />Proposed findings of fact <br />Proposed conditional use P~rmit <br /> <br />Observations: <br /> <br />Mr. Kveton prefers to develop an estate with all the buildings on one parcel; he is not interested <br />in subdividing or developing the property. The property is approximately 35 acres in size. It is <br />located in the Rural Service Area for which there is a density restriction of 4 units in 40 acres. <br />The additional home on the property would not violate the density restriction. If or when there is <br />a desire to plat the dwellings onto separate lots of record, there is a sufficient distance between <br />the two homes to do so and meet setback requirements. <br /> <br />The proposed home exceeds minimum size standards established in City Code. <br /> <br />Conditional use permits have been issued in the past for more than one dwelling on a residential <br />lot. The Delaney family estate (Armstrong Kennels) has a conditional use permit for 4 <br />dwellings. The Thomaswood Estate (Tom Kurak homestead) was granted a conditional use <br />permit for two dwellings in order that the seller, Mr. Thom, could live on the property for the rest <br />of his life. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of ~1~ request. The permit is drafted to perpetually link the <br />carriage house to the estate as an accessory use unless the property is subdivided. The permit <br />would be recorded at the County. <br /> <br /> <br />
