CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF BULOW PROPERTY; <br />CASE OF CHRIS BULOW <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Chris Bulow has applied for sketch plan approval to develop 57 townhome units and 179 apartment <br />units on property located north of County Road #116 and east of Dysprosium Street. The property <br />was supposed to be in the development moratorium until February I6, 2000. At the applicant's <br />request, the Council excepted the property from the moratorium on January 11. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated January 28, 2000 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. The property will have to be <br />platted and rezoned and notification will be required for the preliminary plat and rezoning public <br />hearings. The developer is also intending to host a neighborhood meeting to introduce his plan to <br />the existing neighbors in the Flintwood PUD. <br /> <br />Observations: <br /> <br />The property consists of 15.75 acres and is currently zoned B-2 Business. The draft Comprehensive <br />Plan targets this area for high density residential uses with densities up to 15 units per acre. A <br />rezoning to Planned Unit Development is recommended. The applicant is proposing 57 townhomes <br />and 179 apartments which equates to a density of 15 units per acre. In keeping with the text relating <br />to high density residential in the draft comprehensive plan, detached townhome units are proposed <br />on the perimeter of the plat abutting adjacent single family lots in the Flintwood PUD. <br /> <br />Argon and Barium Streets are proposed to be extended into the plat from the north and continue west <br />to Dysprosium Street, which then feeds into County Road #116. All other streets in the plat are <br />proposed to be private streets. <br /> <br />The City Code requires a site plan review for the apartments; no site plan review is required for <br />detached townhomes and twinhomes. However, the City recaptures the opportunity to review <br />development aspects relating to the townhomes and twinhomes such as architectural standards, off- <br />street parking, structure setbacks, landscaping, etc., as part of the rezoning process. <br /> <br />Grading and drainage, traffic generation reports, site improvements, etc., will be addressed in detail <br />as part of the preliminary plat and rezoning process. <br /> <br /> <br />
