City of Ramsey <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />PHONE: (612) 427-1410 FAX (612) 427-5543, <br /> TDD (612) 427-8591 <br /> <br />January 27, 2000 <br /> <br />Fire Chief Dean Kapler <br />Ramsey Municipal Center <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Mn 55303 <br /> <br />Regarding: Site Plan Review for New Fire Station <br /> <br />Dear Sirs: <br /> <br />The Planning Commission is in receipt of a preliminary site plan, landscape plan and exterior <br />elevations for the new Fire Station in Ramsey prepared by SEH Architects, Inc. We offer the <br />following comments: <br /> <br />Zoning: The site is generally located on the west side of Armstrong Boulevard, directly across <br />from 15¢ Lane NW. The City must process a minor subdivision to create the 5 acre lot. The <br />site is zoned R-IR Rural Residential, for which a fire station is a permitted use due to a recent <br />zoning ordinance amendment. The property is subject to a development moratorium until April <br />5, 2000 and the City will have to take formal action to except this site from the moratorium. <br /> <br />Access: The site ptan submitted proposes one access to the facility from Armstrong Blvd. that <br />aligns with 150~ Lane on the east side of Armstrong. This is a desirable location for the access. <br /> <br />Lot Coverage: The site is approximately 5 acres in size and City Code restricts lot coverage <br />(including impervious surfaces) to 25 percent of the lot area, or 54,450 feet in this case. The size <br />of the proposed building is 10,856 feet. The site plan seems to indicate that the lot coverage will <br />not exceed 25%. However, staff cannot verify that the total impervious surface is under 25% <br />because pavement calculations have not been provided. <br /> <br />Utilities: The facility will be served by an on-site well and septic system. The site is outside of <br />the MUSA boundary and therefore, sanitary sewer and municipal water are not available to the <br />site. <br /> <br />Setbacks: The proposed structure exceeds the 40-foot front yard, 35-foot rear yard and 10-foot <br />side yard setbacks established in the Residential District. <br /> <br />Landscaping: City Code requires there to be a 20-foot landscape yard adjacent to all public <br />streets and the Landscape Plan complies with that requirement.
