He further stated that the study could be completed in three <br />months, but six months would allow more flexibility. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to introduce Ordinance <br />~96-XX to establish a 180-day moratorium on the construction, enlargement or expansion of towers <br />within the City and on the development and use of this property for such purposes. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer. Voting No: None. <br />Absent: Councilmembers Peterson and Zimmerman. <br /> <br />Case #4: <br /> <br />Introduce Proposed Ordinances to Establish Regulations for Parking Vehicles <br />and Equipment in the Residential Districts <br /> <br />Zoning Administrator Frolik reported that the Planning Commission held a public hearing on <br />November 7, 1996, on the most recent version of the proposed ordinance to establish regulations for <br />parking vehicles and equipment in residential districts. The Planning Commission recommends <br />adoption of the ordinance at this time. <br /> <br />Councilmember Beyer asked what changes were made since the last version. <br /> <br />Zoning Administrator Frolik stated that all of the changes refer to rural districts that would be <br />allowed to have con-bit or gravel parking surfaces. The areas easiest to delineate follow the <br />Municipal Utility Service Area (MUSA) line. Therefore, instead of referring to rural districts, the <br />language was changed to outside the MU'SA boundary. Also, the term "prepared parking surface" <br />was changed to "residential parking surface." As a result of the workshop meeting, the maximum lot <br />coverage was changed for single family lots to include structures and impervious surfaces to prevent <br />anyone from inundating a lot. That requirement led to a provision to modify impervious surface to <br />include con-bit and gravel. It is her hope that all bases ..are covered, but at the public hearing more <br />issues were raised. The Planning Commission would like to have the ordinance adopted and work <br />with it to see where further fine tuning may be necessary. <br /> <br />Councilmember Beyer stated that there are still major concerns and problems with complaints and <br />various lists of parcels that seem to be in non-compliance. The Council is receiving conflicting <br />reports. Just when the Council believed a satisfactory ordinance had been written, more complaints <br />were received resulting in further amendments. She requested that a committee of perhaps two staff <br />and two Councilmembers visit these properties to make a determination as to whether they are in <br />compliance or not and try to put this issue to rest. <br /> <br />City Administrator Schroeder stated that he would provide the list of parcels to be evaluated. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to introduce Ordinance <br />#96-XX to amend 9.02 (Definitions) and 9.11.10 (Off-Street Parking) of the Ramsey City code to <br />establish regulations for parking private and commercial use vehicles and equipment in residential <br />districts. <br /> <br />City Council/November 12, 1996' <br /> Page 8 of 15 <br /> <br /> <br />
