CASE # ..~ <br /> <br />REVIEW PROPOSED ORDINANCE TO ESTABLISH <br />REGULATIONS FOR TOWERS AND ANTENNAS <br />By: Planning Intern Kirk Skoog <br /> <br />Background: <br /> <br />On No'~ember 12, 1996, the Ramsey City Council approved ~ 180 day moratorium that prohibits <br />construction., erection, placement, reconsn-uction, enlargement, or expansion of towers within the <br />City and On the d~velopment and use of property for such purposes. This moratorium took effect <br />on January 6, 1997. The moratorium was established in order to allow Staff the necessary time to <br />research the development of Personal Communication Services (PCS) and the need for towers and <br />antennas to facilitate the provision of these services. <br /> <br />Observations: <br /> <br />Staff has researched the technological changes that have resulted in the development of PCS and <br />the need for towers and antennas to accommodate thc demand for these services. Based on this <br />research, Staff has prepared a proposed ordinance to amend Chapter 9 of the City Code which will <br />establish regulatory controls on thc siting of antennas and towers. Also, thc City currently has no <br />regulations pertaining to amateur radio, satellite dishes, TV antennas, etc. Therefore, a section is <br />included in the proposed ordinance that addresses these issues. <br /> <br />Recommendation: <br /> <br />City Staff recommends that an ordinance be adopted to amend Chapter 9 of the City Code that will <br />establish regulatory controls on the siting of antennas and towers.
