CASE #: ~ <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF MALLARD PONDS; <br />CASE OF CHRIS BULOW, BULOW 1NCOROPORATED <br /> By: City Planner, Anita Rasmussen <br /> <br />Background: <br /> <br />Chris Bulow of Bulow Incorporated is requesting preliminary plat approval of Mallard Ponds. <br />The plat consists of approximately 16 acres in the area generally described as north of county <br />Road #116 and east of Dysprosium Street. The current proposal is to develop the property with <br />57 townhome units; a portion of the property is being reserved for a furore apartment <br />development. The property was supposed to be in the development moratorium until February <br />16, 2000. At the applicant's request, the Council excepted the property from the moratorium on <br />January 11. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Site location map .... <br />Preliminary Plat, Grading and Landscape Plan, and Utility Plan <br />Planning Commission meeting minutes dated February 1, 2000 <br />Park and Recreation Commission meeting minutes dated February 10, 2000 <br />Traffic Generation Analysis prepared by Hakanson..Anderson dated 2/16/00 <br />Memo from City Attorney Goodrich dated March 3, 2000 <br />City Staff Review Letter dated March 3, 2000 <br /> <br />Notification: <br /> <br />Properties in excess of the 350 foot distance requirement, plus all of the Flintwood PUD, were <br />notified of the public hearing. <br /> <br />Observations: " ' <br /> <br />The property consists of 16.6 acres and is currently zoned B-1 and B-2 Business. The draft <br />Comprehensive Plan targets this area for high density residential uses with densities up to 15 <br />units per acre. Per Staff's recommendation, a rezoning to Planned Unit Development has been <br />applied for. The applicant is proposing 57 townhomes and a number of future apartments that <br />will result in a density of 15 units per acre. In keeping with the text relating to high density <br />residential in the draft comprehensive plan, detached townhouse units are proposed on the <br />perimeter of the plat abutting adjacent single family lots in the Flintwood PUD. Also enclosed is <br />a memo from City Attorney Goodrich with a legal opinion regarding whether or not the proposal <br />is in compliance with the City Charter. <br /> <br /> <br />
