December 21, 1999 Draft <br /> <br />'-.] <br /> <br />Ramsey Comprehensive Plan <br /> <br />urban/Rural Residential Transition area shall be the subject of a <br />PUD. <br /> <br />Urban/Rural Residential Transition Performance Criteria: <br />Projects within the Urban/Rural Residential Transition area as <br />shown on the Future Land Use Plan shall be evaluated on the <br />basis of the following performance criteria: <br /> <br /> 1. New development that is adjacent to existing single-family <br /> detached development shall be compatible in density and <br /> type with existing and planned development. New residential <br /> development shall place single-family detached lots directly <br /> abutting existing single-family detached lots. Furthermore, <br /> in such eases, unit types within 1000 feet.0f the boundaries <br /> of existing single-family detached neighborhoods shall <br /> reflect a density transition from single-family to higher <br /> density residential uses. The density transition shall be <br /> consistent with the intent of the Ramsey Charter and shalI be <br /> approved by the City. <br />2. Traffic generated by new development shall be routed to <br /> collector streets rather than through adjacent local <br /> neighborhood streets. <br />3. Where possible and practical, parkland and open space shall <br /> be situated to act as a buffer between future and existing <br /> development. <br />4. Natural features shall be incorporated into the project for the <br /> benefit of the project, the a. djacent community and the <br /> community-at-large. <br /> <br />Urban Residential Policy <br />It is the policy of the City to: <br /> <br />1. Require Low Density Residential and Urban/Rural <br /> Residential Transition developments except those that are <br /> exclusively single-family detached units are to be completed <br /> through a planned unit development. <br /> <br />2. Require the placement of new single~family detached <br /> housing immediately abutting existing single-family <br /> detached homes. <br /> <br />3. Periodically review the planned unit development section of <br /> the zoning ordinance to ensure appropriate guidelines and <br /> rules for development of land within the residential areas. <br /> <br />4. Encourage scattered site affordable housing developments as <br /> part of each residential housing project rather than <br /> segregating affordable housing in one project. <br /> <br />Page V-19 <br /> <br /> <br />
