Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Cormolly,
Anderson, and Hendriksen. Voting No: None. Absent: None.

COUNCIL BUSINESS

Case #1:

Public Hearing on Improvement Project #99-67 (Storm Sewer for Mississippi
River Stormwater Subdrai.nage District No. I)

City Engineer Jankowsld stated that the ordinance creating the Mississippi River Stormwater
Subdrainage District No. 1 was passed on February 22? 2900, and went into effect on April 3,
2000, thirty days after publication. He explained the Cifiy Attorney advised of the need for a
public hearing after the establishment of the district.j/City Engineer Jankowski noted the
feasibility study which was sent to all of the property owners and alternatives that were
considered and are appended to the study.

Mayor Gamec asked if Staff will be meeting with residents of the area.

City Engineer Jankowski stated they met with property owners in February in preparation of the
feasibility study. As a result of the meeting, they did change direction somewhat. He noted there
are five alternatives and they originally anticipated taking the storm sewer outlet down to
Tungsten Street but property owners considered going farther westward across Sunfish Lake
Boulevard and discharging to an existing storm sewer at that location. That alternative was
selected because it is the least costly, provides service to all within the district and the entire
district will be taxed. Also, it uses Business Park 95 existing sedimentation pond for water
quality treatment which eliminates the need to construct a new sedimentation pond, and it
provides a contribution of nearly 25% of the project.

Mayor Gamec closed the regular portion of the City Council meeting at 7:15 p.m. in order to
conduct the public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 7:15 p.m.

City Council/April 11, 2000
