Councilmember Anderson asked what happens on weekends or holiday weekends with partial
loads.

Mr. Berkopec stated they do not haul as much garbage on Fridays so they think they will be
completed prior to 5:00 p.m. and all garbage will be off site at that time. He noted that this
disposal plant is not large enough to handle all of their waste and if there is a partial load, it
would be hauled to one of their other sites. He stated they will have an overall disposal plan that
addresses those issues.

Community Development Director Frolik explained that the term "nonconforming house" is
simply to indicate that when the house was built it was a legal use but since then the property has
been zoned commercial meaning the house is no longer conforming but has grandfathered rights.

Mr. Hanson read from a page in the City's Plan which he believed indicated the DNR inventory
includes the wetland types on that site.

Community Development Director Frolik stated the draf~ Comprehensive Plan has an
environmental overlay map that identifies slopes, wetlands~ and woodlands. She explained this
site has woodlands. '

Mr. Hanson stated there are woodlands only on one small comer of the site.

Councilmember Hendriksen asked if this will require wetland delineation.

City Engineer Jankowski stated the national wetland inventory map does not include all wetlands
in the City so a reconnaissance of the site can be done, if desired by the Council.

City Attorney Goodrich asked if it is possible the site includes wetlands or if it is obvious it does
not.

City Engineer Jankowski stated while he is not a registered wetland delineator, it is obvious to
him that there are no wetlands on the site. However, an expert of wetland delineation could walk
the site to make that determination if desired by the Council.

Councilmember Hendriksen suggested that be considered as a condition of approval.

Councilmember Zimmerman stated on March 5, 2000, he and Councilmembers Anderson and
Connolly toured the Brooklyn Park facility. Prior to the tour, he stated he had some fears about
smell that have been expressed tonight. He stated the tour was on a day where a large amount of
garbage was being handled but he noticed no bad odors, everything was clean, and run
professionally.

Councilmember Connolly asked about the ten-foot easement issue.

City Council/April 25, 2000
