in an enclosure of brick and rock faced masonry units also. In accordance with City Code, all
driveways and off-street parking and maneuvering areas are proposed to be surfaced with
bituminous pavement and finished with B-612 concrete curbing. Code requires a minimum of 89
parking spaces for the facility; 89 are proposed. The City Engineer expressed concern over the
possibility of cut-through traffic from T.H.g47 to Super America and suggested that the site plan
may be reconfigured to eliminate this problem. The. access from the rear of the development
should also be re-configured to more closely line up with' the drive to the north. Wayne Johnson
has looked at suggestions made by Staff and has come up with a new site plan, which addresses
most of the issues. Staff has not had time to review the new site plan, but many of the changes
have been made. City Staff recommends site plan approval.

Commissioner Johnson requested a review of where changes were made in the site plan.

Commissioner Johnson asked if Mr. Lampett is comfortable with the Staff letter.

Mr. Lampert, Architect for Ramsey Towne Square, said he is not clear on the request for the
'spruce trees on the boulevard. They thought there should be deciduous trees along the bike path
so they will not interfere with the bike path or parking'w)en they grow larger, which pine trees
will do when they fill out. ~

Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to recommend that
City Council grant site plan approval to the site plan proposal for a retail business center
contingent upon compliance with the City Staff review letter dated April 27, 2000, the amended
site plan, and deciduous trees to be planted along Highway 47.

Motion Carried. Voting Yes: Acting Chairperson Nixt, Commissioners Johnson, Kociscak,
Dempsey, and Wivoda. Voting No: None. Absent: Chairperson Anderson.

COMMISSION BUSINESS

Case #6:

ReVisit Request for Preliminary Plat Approval of Valley View; Case of Philip
Johnson

Community Development Director Frolik recalled that the Planning Commission recommended
preliminary plat approval of Valley View on Green Valley Road. They did discuss whether there
should be a provision to extend 178a Avenue N.W. to the westerly limits of Mr. Johnson's plat to
facilitate furore development. That same discussion occurred at City Council level and they
asked that the Planning Commission revisit this plat to absolutely determine if 17gth Avenue
should be extended to the west. She noted that she, the Community Development Assistant, the
City Engineer, and the property owners met on the site and reviewed the wetlands.

City Engineer Jankowski reviewed a map of the area, which included Mr. Johnson's property and
neighboring properties to the west. He identified the obvious wetlands noted on the County half
section map and noted there may also be some other marginal low lands, however, it is difficult
to tell what they are as the site is fairly inaccessible. He explained this area has a 10-acre

Planning Commission/May 2, 2000
