Mr. Johnson responded he does not think it would affect things negatively and he would concede
to doing the outlot if necessary.

The Commission discussed an appropriate alignment if the road were to be extended in the
future.

Wayne Davis, 6530 Green Valley Road, stated he bought this property and the adjoining 53
acres, which. Brad Wolfe and Philip Johnson, who work for him at the green house, purchased
from him. It will cost his son-in-law $11,000 to construct and pave a cul-de-sac off of 1784 for
himself and Mr. Davis' son, Aaron, to build houses. They are not developers; he has lived here
all his life. They are in the 4 and 40 and complying with that. He and Brad are not interested in
developing. They have Green Valley Road to come off of. Brad's property is tow and marginal
and he has seen a lot of water there over the years and seen it flooded. He knows Planning wants
though roads, but he thinks what they decided the first time is the practical solution. He does not
think this road extension to the west plat boundary is necessary. They are not interested in the
third home north of the ditch; they had to plat to get two, and are not looking at building home
sites. /
!

Commissioner Johnson stated Mr. Davis com;inced him oi his position.

Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend that
City Council approve preliminary plat of Valley View, confirming the recommendation made at
the April 4, 2000 Planning Commission meeting to not require provision for the extension of
178~ Avenue to the westerly plat boundary.

Motion Carried. He noted the Planning Commission's recommendation was to deny the permit. The City
Council granted the permit. The case before the Commission is to review the site plan for the
Transfer Station portion of the site. The City Council has spoken with its favorable assessment
of this use by granting the Conditional Use Permit.
