1 September, 2000 <br /> <br />TO: <br />The City of Ramsey <br /> <br />From: <br />Ben J Deemer <br /> <br />I am writing this in concern for the new transitional density ordinance that is in process. <br /> <br />I have great concern for the amount of limitation that this ordinance will put on Currently <br />existing parcels with are zoned for multiple family structures. <br /> <br />There are at least 6 parcels currently zoned R-3, of which I own 2. My property has been <br />Zoned for some sort of multiple family since 1978, and zoned R-3, in the early 80's when <br />the zoning recodification took place, eliminating the UMB zones. <br /> <br />This property has Urban Services installed, and accessed for, and was incorrectly included <br />in the land use moratorium several years ago when the discussion on where the MUSA <br />boundary really was. I approached the City council at that time and asked for relief from <br />the moratorium at a Council meeting, and was denied any official action on the issue. <br />Because I was a member of the Planning and Zoning Commsion at the time, I did not <br />pursue the issue, which might have been viewed as a conflict of interest. <br /> <br />Now the new Density Transitioning issue could in effect render the property unusable for <br />the purpose I have intended. <br /> <br /> I request that you consider some sort of Grandfathering, to the <br /> current ordinance, for these properties... At the very least the <br /> Grandfathering should occur for all properties that had a Multiple <br /> F~mily zoning on the date the Density Charter Amendment <br /> becam~official in the city .... There could also be a Sunsetting <br />.~clause 0f about 5-7 years for this Grandfathering ..... <br /> <br /> To not include some sort of protection for the owners of the currently zoned multiple <br /> family parcels, could invite more legal action against the city for Damages, and in my case <br /> the damages could be well founded, because I already have Urban Services installed and <br /> am paying for them. <br /> <br />14501 Sunfish Lake Blvd <br />Ramsey, MN. 55303-4578 <br /> <br />Owner 14542, and 14544 Nowthen Blvd <br /> <br /> <br />
