PROPOSED ORDINANCE #00- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS TI-IE ZONING AND <br />SUBDMSION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 9.20 "ZONING DISTRICTS" OF CHAPTER <br />9 OF THE CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT. <br /> <br />Subsection 9.20 (Zoning Districts) shall be amended to include the following language: <br /> <br />9.20.05 <br /> <br />Density Transitioning <br /> <br />Subd. 1. Purpose <br /> <br />The purpose of this section is to address elements of a density transition plan to promote an orderly <br />transition between varying residential land densities located in the Urban/Rural Transition Area. These <br />are lands that are located between established urban and rural areas of the community. The historical <br />platting of lands for urban and rural development has created character elements that are difficult to <br />intermingle. This section provides techniques for reasonable solutions to mitigate density impacts. <br /> <br />Density transitioning is achieved through three techniques: 1) "Tiering" of lot sizes in a proposed <br />development; 2) Landscape buffering through the use of buffer yards, landscaping and screening <br />techniques; 3) Combinations of the aforementioned. Based on the proposed development, subdivision 2-or <br />3 shall apply to accomplish the intent of this section. These techniques are described in the following <br />sections along with applicable performance standards. <br /> <br />Subd. 2. <br /> <br />Landscape Buffering <br /> <br />Landscape buffering is a technique used to buffer proposed residential developments except single family <br />residential, from adjacent residential uses. <br /> <br />A. Proposed Urban Development adjacent to Existing Urban Development - This <br />section applies to proposed developments that are adjacent to an existing urban residential <br />development. Matching the proposed use to the adjacent use in the following chart determines the <br />level of buffering or "Attainment" required.
