Steve Jankowski, P.E.

- 8 - January 14, 2000

The directional trip distribution for the proposed site-generated traffic was based on a regional
model selected zone analysis, current travel patterns in the area and discussions with City of
Ramsey staff (see Figure 4: Directional Distribution). As shown in the land use plan, Sunwood
Drive is proposed to be extended through Section 28 to intersect with Armstrong Boulevard.
From the Anoka-Hennepin Technical College proposed site plan, the technical college/light
industrial site is assumed to have full access to Ramsey Boulevard. The background traffic
volumes were combined with the site-generated traffic to develop Projected 2005 turning
movement volumes at the key intersections.

Future Traffic Operations Analysis

To determine how well the existing roadway network would operate, a traffic operations analysis
was conducted for the year 2005 with the proposed developments in Section 28 and south of
TH 10. The key intersections listed previously were analyzed along with the additional
intersection of Armstrong Boulevard and. Sunwood Drive. The only intersection not requiring
the installation of traffic signals by 2005 was the intersection of Armstrong Boulevard and
County Road 116 for Alternative One (Technical College). As shown in Table 4, the intersection
of Ramsey Boulevard and TH 10 is projected to operate at LOS F in 2005 in both the a.m. and
p.m. peak hours for both alternatives. The remaining key intersections are projected to operate at
acceptable LOS D or better in 2005 with the recommended geometries shown in Figures 5 and 6.

Table 4
2005 Peak Hour Capacity Analysis

" ALTERNATIVE oNE ALTERNATIVE TWO
INTERSECTION WITH TECHNICAL WITH LIGHT
COLLEGE INDUSTRIAL
AM LOS PM LOS AM LOS PM LOS
Armstrong Boulevard and County Road 116 A/D(1) A/E(1) B C
Armstrong Boulevard and Sunwood Drive B D B C
Armstrong Boulevard and TH 10 C C C C
Ramsey Boulevard and County Road 116 ' ' D D D D
Ramsey Boulevard and Sunwood Drive D D .D .
