Steve Jankowski, P.E. <br /> <br />- 8 - January 14, 2000 <br /> <br />The directional trip distribution for the proposed site-generated traffic was based on a regional <br />model selected zone analysis, current travel patterns in the area and discussions with City of <br />Ramsey staff (see Figure 4: Directional Distribution). As shown in the land use plan, Sunwood <br />Drive is proposed to be extended through Section 28 to intersect with Armstrong Boulevard. <br />From the Anoka-Hennepin Technical College proposed site plan, the technical college/light <br />industrial site is assumed to have full access to Ramsey Boulevard. The background traffic <br />volumes were combined with the site-generated traffic to develop Projected 2005 turning <br />movement volumes at the key intersections. <br /> <br />Future Traffic Operations Analysis <br /> <br />To determine how well the existing roadway network would operate, a traffic operations analysis <br />was conducted for the year 2005 with the proposed developments in Section 28 and south of <br />TH 10. The key intersections listed previously were analyzed along with the additional <br />intersection of Armstrong Boulevard and. Sunwood Drive. The only intersection not requiring <br />the installation of traffic signals by 2005 was the intersection of Armstrong Boulevard and <br />County Road 116 for Alternative One (Technical College). As shown in Table 4, the intersection <br />of Ramsey Boulevard and TH 10 is projected to operate at LOS F in 2005 in both the a.m. and <br />p.m. peak hours for both alternatives.
