Tellefson, Engineer <br /> <br />DATE: <br /> <br />January 14, 2000 <br /> <br />SUBJECT: LAND USE ALTERNATIVE STUDY FOK THE DEVELOPMENT OF SECTION 28 <br /> <br />Introduction <br /> <br />As you requested, we have corhpleted a study for the proposed development of <br />Section 281ocated north of Tnmk Highway 10 (TH 10) between Armstrong Boulevard <br />(CSAH 83) and Ramsey Boulevard (County Road 56) in the City of Ramsey (see <br />Figure 1: Project Location Map). The purpose of this study is to identify two land use <br />alternatives and an internal roadway system for the area to be developed and determine the <br />impact on the adjacent roadway system. The traffic portion of this study includes intersection <br />operations analysis of existing conditions and two land use alternatives as well as an assessment <br />of the advantages and disadvantages of roadway connections between Section 28 and the <br />neighborhood streets to the north. <br /> <br />Existing Conditions <br /> <br />The majority of Section 28 is currently undeve, loped. County Road 1 t6 extends through the <br />northern half of the section between Ramsey Boulevard and Armstrong Boulevard. TH 10 is a <br />four-lane principal arterial expressway, south of the proposed development, that hms northwest- <br />southeast between the northwbst metro area and connections to the downtown centers. Ramsey <br />Boulevard and Armstrong Boulevard are two-lane roadways that run from TH 10 north through <br />the City of Ramsey. Both Ramsey Boulevard and Armstrong Boulevard intersect TH 10 at <br />signalized intersections. The Burlington Northern & Santa Fe Railroad line runs parallel to <br />TH 10 southern portion of Section 28.
