rwc# I

CONSIDER THE INSTALLATION OF A STREET LIGHT AT THE INTERSECTION
OF 166TM AVE AND JASPAR ST
By: Dean Kapler, Public Works Director

Background:

Carol Ellis of 7001 166th Ave contacted the Public Works Director recently to ask about the
possibility of having a priority street light installed at the intersection of 166th Ave and Jaspar St.
The Ellis's have been experiencing vandalism problems and are concerned about traffic safety at
this intersection. They feel that a street light may help the situation, as the area is quite dark after
sunset.

The Public Works Director visited the site and made the following observations:

· The site is considered a primary plow route, it eventually joins up with 167th which is a MSA
St.
While going north on Jaspar St the end of the road changing into 166th Ln is not very visible
after dark.

The Public Works Director consulted the City Engineer to determine if the intersection meets the
requirements of Priority Street Lighting. The Priority street light program is designed for city
streets that intersect with state, county or MSA streets. Unfortunately Jaspar and 166th Ave do not
meet the requirements.

Staff Recommendation

The Public Works Director agrees that the intersection is poorly lit during twilight hours.
Although the intersection does not technically meet requirements, consideration can be given that
Jaspar St is considered a primary plow route and does eventually turn into 167t~ Ave, which is a
MSA road.

If the Public Works Committee de/ides to recommend installation of the street light to City
Council, the committee may consider having staff check with immediate neighbors to see if any
objection to the street light installation exists. This could be done prior to the case being
presented to City Council.

Committee Action

Based on discussion

Reviewed By:
City Administrator
City Engineer
Public Works Director

PWC 03/21/00
