The summary includesnotice that a printed copy of the ordinance is <br />available for inspection by any person during regular office hours at the <br />office of the city clerk and at any other location designated by the <br />council or by standard or electronic mail. <br />The council approvesthe text of the summary prior to its publication, <br />and determinesthat it clearly informs the public of the intent and effect <br />of the ordinance. <br />A copy of the entire text of the ordinance is posted in the community <br />library or, if no library exists, in any other public location designated by <br />the council. <br />The text of the summary must be published in a type size no smaller than <br />eight-point type. <br />Proof of the publication isattached to and filed with the ordinance. <br />In home rule charter cities, the charter can impose additional or special <br />Minn. Stat. § <br />331A.05, subd. 6. <br />requirements for the publication of ordinances. <br />C.Filing with county recorder <br />A certified copy of a subdivision ordinance or ordinance amendment must be <br />Minn. Stat. § 462.36 <br />subd 1 <br />filed with the county recorder. <br />D.Interim ordinances (moratorium) <br />In order to protect the planning process, a city that is considering adopting or <br />Minn. Stat. § 462.355, <br />amending asubdivision ordinance may implement an interim ordinance (also <br />subd 4. <br />known as a moratorium)to prevent subdivisions while the city is considering <br />the issue.Cities must follow the procedures established in state statute to <br />initiate a moratorium. <br />1.Applicability <br />An interim ordinance or moratorium may not delay or prohibit a subdivision <br />Minn. Stat. § 462.355 <br />Semler <br />subd 4(c) <br />that has been given preliminary approval, nor extend the time for action <br />Const., Inc. v.
