Metropolitan Planning Overview <br />The counties of Anoka, Carver, Dakota, Scott and Washington are <br />required to prepare and submit local comprehensive plans that <br />include plans for land use, transportation, and solid waste <br />management and an implementation program. Counties must also <br />prepare comprehensive plans for townships that do not or cannot <br />prepare plans for themselves. <br />Hennepin and Ramsey Counties must prepare implementation <br />programs for their transportation and solid waste management <br />plans. If a city or township within the jurisdiction of one of these <br />counties requests it, the county is responsible for managing the <br />maintenance program for that community's septic maintenance <br />system. <br />The Metropolitan Land Planning Act requires each comprehensive <br />plan to address the four areas described below. Additional statutes <br />and policies stipulate exactly what needs to be included in the <br />discussions within each area. <br />The background section of the plan delineates the community's <br />vision and expectations. It includes the objectives, policies and <br />forecasts that serve as the basis of the community's plans. Detailed <br />requirements are identified in Section 2 of this Handbook. <br />In the land use section the local comprehensive plan explains how <br />the community has allocated and will allocate land use, how it will <br />accommodate population growth, and how it protects special <br />resources.
