t Metropolitan Council Local Planning Handbook 1 Section 1. Metropolitan Planning Overview <br />To ensure coordination of regional systems, state law gives the <br />Metropolitan Council authority to require a local governmental unit to <br />modify its plan. A plan modification may be required if an aspect of <br />the comprehensive plan has the potential of resulting in a substantial <br />impact on a metropolitan system, or if it represents a substantial <br />departure from one or more metropolitan system plans. <br />The regional system plans identify the comprehensive plans contents <br />required to ensure conformance with the regional plans.
