t Metropolitan Council <br />Extension of the <br />review period <br />Metropolitan Council <br />may respond with an <br />administrative <br />review or... <br />The amendment may <br />go to full <br />Metropolitan Council <br />for action <br />Local Planning Handbook 1 Section 1. Metropolitan Planning Overview <br />The Council may extend the review period to 120 days if needed. <br />The Council may also extend the review period beyond 120 days if it <br />is mutually agreed to by the municipality. There are occasions when <br />complex amendments require the extra time for review. Local units <br />are advised regularly during the process if it appears more time will <br />be needed. <br />Metropolitan Council staff may administratively review and respond <br />to comprehensive plan amendments, surface water management <br />plans, and water supply plans if these meet certain conditions. In <br />general, small changes that do not affect a metropolitan system plan <br />or involve a change to the Metropolitan Urban Service Area (MUSA) <br />can be handled administratively. Communities should refer to the <br />complete list of criteria adopted by the Metropolitan Council (most <br />recently on May 11, 2005). <br />If the plan review is conducted administratively, Council staff will <br />issue a letter indicating that no modification of the proposed <br />amendment is required and that the community may put the <br />amendment into effect. If the application does not meet the <br />administrative review criteria, it will be handled in the usual way. <br />If the comprehensive plan amendment does not qualify for the <br />administrative review process, staff will prepare a report. The report <br />findings and recommendations are presented to the Community <br />Development Committee for deliberation before they are taken to <br />the full Metropolitan Council. <br />Members of the Metropolitan Council consider the report and the <br />findings before taking final action. If the amendment conforms to the <br />regional systems policy plans, the Metropolitan Council will direct <br />that the municipality may put its comprehensive plan amendment <br />into effect.
