t Metropolitan Council Local Planning Handbook 1 Section 3. Land Use Plan <br />Law requires that local comprehensive plans address the protection <br />of historical sites, solar access, and aggregate deposits. The <br />Metropolitan Council has developed a specific policy regarding <br />protection of aggregate deposits, but not for historical preservation <br />or solar access. <br />Historic preservation Requirements for an historic preservation element and "an element Minn. Stat. 473.859, Subd. 2fb1 <br />and solar access for the protection and development of access to direct sunlight for <br />solar energy systems" are spelled out in statute. <br />Aggregate resources Municipalities must consult the Minnesota Geological Survey, Minn. Stat. 473.859, Subd 2fdl <br />Aggregate Resources Inventory of the Seven - County Metropolitan <br />Area for the location of identified aggregate resources. <br />If an aggregate resource has been identified within the municipality, http: / /www.metrocouncil.orq /plan <br />its land use plan must show: ninq /LPH /resourcelinks.pdf <br />• areas and type of aggregate on the existing and planned land <br />use map <br />• land use plans that address and minimize potential land use <br />conflicts <br />• planning and regulatory measures to ensure that aggregate <br />resources are extracted prior to urbanization of an aggregate - <br />rich site <br />The Metropolitan Council and the Department of Natural Resources <br />(DNR) developed a report that inventories aggregate resources. <br />This report is the Minnesota Geological Aggregate Resources <br />Inventory of the Seven- County Metropolitan Area. It is Survey <br />Information Circular No. 46 (IC -46).
