Transportation <br />April 2008 <br />Core cities, U of M Four specific areas within the region have the most compact land <br />and Airport South use and the greatest number of trip destinations. These areas are: <br />• Downtown Minneapolis <br />• Downtown Saint Paul <br />• University of Minnesota <br />• Airport South / Mall of America in Bloomington <br />Municipalities <br />needing to preserve <br />right of way <br />Municipalities <br />involved in corridor <br />and sub -area studies <br />Additional information is required from areas with the most compact <br />land use, those with specific right of way responsibility, and those <br />participating in corridor or sub -area studies. <br />These areas require transportation facilities and services that are <br />significantly different from others. Therefore, the transportation <br />plans of these municipalities and counties must include an analysis <br />of and strategies for moving people and freight into, out of, and <br />within these areas. <br />Local governments are responsible for identifying and preserving <br />rights of way for transportation uses, such as roads, transit, <br />bikeways and walkways. Policy 16 in the Transportation Po /icy Plan <br />identifies the need to preserve the rights of way of planned <br />transportation corridors. The transportation plan must identify future <br />right of way needs and describe procedures to preserve them, <br />including official mapping. <br />The Metropolitan Council regularly participates with other agencies <br />and jurisdictions in highway corridor studies, transitway studies and <br />some "A" minor arterial studies. These studies examine concerns <br />about land use, access capacity, level of service, geometrics, safety <br />and impacts to the environment.
