Transportation <br />April 2008 <br />Airport influence Appendix H of the Transportation Po /icy P /an includes updated land <br />areas use compatibility guidelines for airports. In addition to these, the <br />local transportation plan of a municipality within an airport influence <br />area must address these guidelines: <br />• Height and safety zoning <br />• Aircraft noise impacts and mitigation <br />• Airport development and operation <br />• Environmental and infrastructure needs <br />Heliports <br />Municipalities with heliports, or those desiring to regulate <br />establishment of heliports, must adopt ordinances and guidelines for <br />these sites. The unique operational characteristics of helicopters <br />allow them to land and take off at airports or locations such as <br />hospitals or industrial parks. <br />The Twin City Regional Heliport Feasibility Study provides guidelines <br />for preparing and adopting ordinances for heliport sites. The report <br />(Metropolitan Council Publication No. 559 -90 -089) may be requested <br />from the Council Library and Data Center. <br />Appendix H of the Transportation Policy Plan also includes updated <br />land use and noise compatibility guidelines for heliports. It also <br />offers guidelines for preparing and adopting ordinances for heliport <br />sites. <br />Seaplane activities on surface waters in the metropolitan area are <br />regulated by the Minnesota Department of Transportation. A link to <br />that site's discussion of seaplane activities is available in the <br />Resources section of this Handbook. <br />Municipalities having lakes designated for seaplane activity must <br />identify these lakes in the transportation plan. Use of designated <br />waters is seasonal and can vary considerably.
