t Metropolitan Council Local Planning Handbook 1 Section 5 Water Resources Management <br />Sewer plan overview The Metropolitan Council reviews the local wastewater and <br />comprehensive sewer plan to ensure conformance with the 2030 <br />Regional Development Framework and the Water Resources <br />Management Policy Plan. <br />Use Metropolitan <br />Council forecasts <br />The sewer plan must describe, designate and schedule the areas to <br />be sewered by the public system whether that system is regional or <br />local. The sewer plan must also describe the existing and planned <br />capacities of the public system. <br />Before a local government may proceed with a sewer extension or <br />modification to its local sanitary sewer system, the municipality must <br />have a comprehensive sewer plan showing the extension in service <br />approved by the Metropolitan Council. <br />The wastewater and sewer plan must be designed to accommodate <br />the population, household and employment forecasts provided in the <br />municipality's system statement.
