Any <br />questions or comments may be di- <br />rected to the newsletter editors or the <br />President of the APA MN. <br />planning minnesota March, 2011 <br />Three alternatives were developed to present a range of options <br />surrounding a central theme, which generally consisted of a median <br />or pedestrian island, an enhanced crosswalk, and one of two types <br />of pedestrian actuated signals. It was determined that the most sig- <br />nificant barrier facing pedestrians and cyclists in the area was the <br />overall width of 3 Avenue and the lack of gaps in the traffic stream <br />appropriate to cross the entire street at once. <br />The alternative preferred by the City and County included the <br />construction of a pedestrian refuge island within the center -turn lane <br />on the western approach of the 3 Avenue and Jefferson Street in- <br />tersection. The alternative also prohibited vehicles from making an <br />eastbound left -turn movement to avoid queues from forming in the <br />eastbound through lanes and to improve intersection safety. A more <br />visible crosswalk would also be painted, and a pedestrian actuated <br />signal would be installed (either a High - Intensity Activated cross- <br />walk [HAWK] signal or Rectangular Rapid Flash Beacons <br />[RRFBs]).
