2000 funds are estimated to be $24.47 per thousand dollars of need which would result in a loss <br />of $3,695. In addition, the City would be required to pay back between 40 and 52% of the cost <br />paid by State Aid in constructing Dysprosium Street, which is the remaining percentage of the <br />street's 25-year service life. The street was constructed in 1985, 1986, and 1988, under three <br />separate construction projects. The amount received from State Aid on these projects is <br />$275,652. It is estimated that the payback would amount to $128,000. The payback would be <br />deducted from anticipated payment on the next State Aid contract let by the City. He explained <br />that the City might consider the following course of action: <br /> <br />1. Immediately remove the speed humps and inform the residents along Dysprosium Street of <br /> the reason l:6r the removal. <br />2. Respond to MnDOT contending that the speed humps do not interfere with the ability of <br /> Dysprosium Street to function as a collector street and request a review of MnDOT's <br /> authority to require the removal of the humps. <br /> <br />Councilmember Hendriksen stated that staff needs to draft a letter that would be sent to the <br />residents on Dysprosium Street which would explain the following three options: 1) Removing <br />the speed humps, 2) If the property owners chose not to have the speed humps removed then they <br />will have to be assessed for the cost to reimburse the funds. 3) Respond to MnDOT contending <br />that that the speed humps do not interfere with the ability of Dysprosium Street functioning as a <br />collector street. <br /> <br />City Engineer Jankowski suggested responding to MnDOT first to get their reaction. <br /> <br />City Administrator Norman stated that the residents should be notified regardless. <br /> <br />Councilmember Hendriksen requested that the issue be placed on Council agenda in January. <br /> <br />COMMITTEE INPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Hendriksen, to adjourn the <br />meeting. <br /> <br />Motion carried. Voting Yes: Councilmember Connolly, and Hendriksen.
