Mayor Gamec stated that he would not have any big concerns with an entrance-only access and
he could see where it would be an advantage.

Councilmember Zimmerman stated that the danger with the fight turn only is that it might
increase rear-end accidents.

Councilmember Hendriksen inquired if 153~ will be signalized and include turn lanes.

City Engineer Jankowski replied yes.

Councilmember Hendriksen questioned where the proposed access would be in relation to their
current access.

City Engineer Jankowski replied that he would need to research the information.

6) Update on All-Way Stop at C.tL #116 and Dysprosium Street

Councilmember Zimmerman stated that it was reported that the four-way stop has been installed
at C.R. #116 and Dysprosium. It appears to be working well and without major back-ups on
C.R. #116. Staff discussed the County Public Works Committee's suggestion that the speed
humps on Dysprosium be removed. The Public Works Committee felt that to implement some
alternate traffic calming measures necessary to satisfy the neighborhood would be an undesirable
expense to the taxpayers.

Councilmember Anderson questioned if anyone has come up with anything practical so that
Dysprosium won't end up with more traffic while T.H #47 is being reconstructed.

City Engineer Jankowski replied that there will not be any detours of T.H #47, but noted they
can't stop people from using it to avoid back-ups.

Councilmember Anderson stated that she has been made aware that the City may have to return
MSA funds, since the speed humps are technically not suppose to be installed on Dysprosium.

City Engineer Jankowski explained that the philosophy is that collector streets are suppose to
encourage traffic off residential streets and with speed humps it discourages traffic onto a
collector street.

Councilmember Connolly questioned if the City Engineer had heard that any funds need to be
returned.

City Engineer Jankowski replied no.

City Council/November 23, 1999
