P.W. CASE #:

UPDATE ON DYSPROSIUM STREET N.W.
By: Steve Jankowski, City Engineer

Background:

At the August 14, 2000 Public Works Committee meeting the Dysprosium Street N.W.
speed humps were discussed. The Public Works Committee recommended, and City
Council agreed to two courses of action. First, staff was directed to contact MnDot to
request a meeting on site to view and discuss the removal of the speed humps. MnDot
has agreed to meet with citizens and council, a tentative meeting date of Tuesday,
September 26, 2000 has been set. Staff will send out notifications to the residents along
Dysprosium Street N.W.

Secondly, staff was requested to prepare a rough estimate of the cost of constructing a
new streetscape along Dysprosium Street N.W. that would provide a more pedestrian
friendly environment. In response to this directive, staff would report the following: The
pavement could be narrowed as illustrated in the attached sketch for one half of the 2,600
feet distance between County Road #116 and 143rd Avenue N.W. The pavement would
be reduced from its current 48 foot wide to 28 feet at the narrowed sections. Fill would
be placed behind the narrowed curb line and these areas would be sodded. The entire
length of this street segment would receive a bituminous overlay and be restripped. It is
estimated that the above could be done, at a cost of $116,000, which includes 25%
project overhead for design and construction inspection. It should be pointed out that this
section of street is currently in need of a bituminous overlay, which is estimated to cost
$57,0O0.

Landscaping could be added to the above basic project cost for $13,000. This
landscaping would consist of placing 65 two-inch diameter trees along this one-half mile
segment of roadway. These trees would be placed on the narrowed segments and be
spaced 35 feet apart. Sidewalk could also be added to further enhance pedestrian safety
at an estimated cost of $27,600 per side.

In Summary, depending on the options selected, a new streetscape for the one-half mile
section of Dysprosium Street N.W. could range from $116,000 for just the narrowed
pavement with sod restoration and a new overlay surface, to $I84,200 which would
include terrace trees and sidewalks on both sides of the street. In any event it should be
anticipated that $57,000 would be required in the near future for the overlay of the
existing 48 foot wide street.

Committee Action:

Based on discussion.

Review by:

Public Works Director
Public Works Supervisor

?.W. 09/19/00

¢-

//
