P.W. CASE #: <br /> <br />UPDATE ON TRUNK HIGHWAY #47 <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />In August and June the Public Works Committee has discussed the issues of increased <br />noise and visibility of traffic to the residences east of Trunk .Highway #47, particularity <br />those south of 149th Avenue N.W. In response to inquires from residents, MnDot had <br />conducted an analysis of simulated traffic noise levels. Attached are the results of this <br />analysis which were presented at a meeting held on Wednesday, September 13, 2000. <br />Particular attention should be directed to the last two colunms which indicate the levels <br />(in decibels) for project year 2020 traffic with and without-a six foot noise wall. The <br />construction of such a wall on the top of the existing berm would reduce the 2020 levels <br />to at or below the preconstruction levels (except for reception 4, which is only one <br />decibel higher). <br /> <br />MnDot has concluded that this screening wall is warranted by the data and has agreed to <br />participate in the cost of the wall with 80% Federal Funding. The City would be <br />responsible for 20% of the wall cost. It is estimated that the wall would extend from <br />149th Avenue south to the wetland near the old Law's rental property. Its cost is <br />estimated to be roughly $100,000. The wall could be constructed this fall, but might also <br />be built next spring if fall construction is not possible. <br /> <br />The City would need to agree to enter into a supplemental agreement with MnDot for this <br />project change. Because the wall would be constructed on the top of the berm, which is <br />outside the MnDot right-of-way, it would become the City's property and responsibility <br />for future maintenance.
