CASE #: UPDATE ON TRUNK HIGHWAY #47 By: Steve Jankowski, City Engineer Background: In August and June the Public Works Committee has discussed the issues of increased noise and visibility of traffic to the residences east of Trunk .Highway #47, particularity those south of 149th Avenue N.W. In response to inquires from residents, MnDot had conducted an analysis of simulated traffic noise levels. Attached are the results of this analysis which were presented at a meeting held on Wednesday, September 13, 2000. Particular attention should be directed to the last two colunms which indicate the levels (in decibels) for project year 2020 traffic with and without-a six foot noise wall. The construction of such a wall on the top of the existing berm would reduce the 2020 levels to at or below the preconstruction levels (except for reception 4, which is only one decibel higher). MnDot has concluded that this screening wall is warranted by the data and has agreed to participate in the cost of the wall with 80% Federal Funding. The City would be responsible for 20% of the wall cost. It is estimated that the wall would extend from 149th Avenue south to the wetland near the old Law's rental property. Its cost is estimated to be roughly $100,000. The wall could be constructed this fall, but might also be built next spring if fall construction is not possible. The City would need to agree to enter into a supplemental agreement with MnDot for this project change. Because the wall would be constructed on the top of the berm, which is outside the MnDot right-of-way, it would become the City's property and responsibility for future maintenance. If the wall were placed within the right-of-way it would not be effective in reducing noise and traffic visibility. Recommendation: Staff recommends that the Committee recommend to City Council that it enter into a supplemental agreement with MnDot for the construction of a noise wall a top the berm along Trunk Highway #47 from 149th Avenue N.W. south to the wetland.
