PW CASE <br /> <br />UPDATE FOR STORM DRAINAGE UTILITY FEE FOR GREEN VALLEY <br />GREENHOUSE <br /> Brian E. Olson, City Engineer <br /> <br />Background: <br /> <br />On August 29, 2000, Director of Public Works Dean Kapler and myself had a meeting with Mr. <br />Wayne Davis from Green Valley Greenhouse located 6530 Green Valley Road. He came to <br />express his concerns regarding the amount of his storm drainage utility charge. <br /> <br />Observations: <br /> <br />According to the Ordinance that established the storm drainage utility, all land uses shall be <br />billed according to the amount of runoff that is produced from each property. It also states that <br />"Farmland properties that contain only a farmste,,ad and typical associated outbuildings shall be <br />considered as a single family residential property. <br /> <br />According to the original ordinance, Green Valley Greenhouse would have been billed for 104.80 <br />acres. The greenhouse on the property consists of approximately 384,550 s.f. of impervious <br />surface or 8% impervious. The rate that would have been used for this amount of coverage is <br />1.40 x $25.20/acre. This amounts to a storm drainage utility fee of $3,697.34 per quarter. In using <br />the modified method, established by the resolution setting up the credits available for the storm <br />drainage utility, the area immediately adjacent to the greenhouse was used. Since the amount of <br />area decreased to 16.01 acres, the impervious percentage increased to 55% because the <br />impervious area remained constant. The rate used for this amount of coverage is 2.90 x $25.20. <br />The bill that was sent to Green Valley Greenhouse was $1,170.04 per quarter. <br /> <br />Mr. Davis indicated that he has a wetland that collects his storm water runoff, but also indicated <br />that the wetland is not completely on his property. In order to apply for a credit as outlined in the <br />credit application procedure, the structure being used for the credit must be completely owned <br />and operated by the property owner applying for the credit.
