P.W. CASE #:

REQUEST BY RESIDENTS TO INSTALL A FOUR-WAY STOP SIGN AT 155TM
AVENUE N.W./COUNTY ROAD #57 (RAMSEY BOULEVARD N.W.)
By: Steve Jankowski, City Engineer

Background:

At the August 22, 2000 City Council meeting several residents presented the Council
with a petition requesting support for the installation of a four-way stop at 155th Avenue
N.W/County Road #57 (Ramsey Boulevard N.W.). This location was the location of a
traffic fatality this past summer.

The most recent traffic counts available are from 1997 and show the following average
day trips:
North Leg. (County Road//57) 4700
East Leg. (153ra Avenue N.W.) 600
South Leg. (County Rohd #57) 6500
West Leg. (155th Avenue N.W.) 2650

It should be noted that the north and south leg traffic counts are approximate, the counts
for these segments weren't taken immediately north and south of the intersection.

The accident history based upon the records of the Ramsey Police Department are as
follows:
1998 3 1995 1
1997 2 1994 3
1996 0 1993 0

Observation:

Placement of all-way stop signs require meeting warrants which are defined in the
manual of Uniform Traffic Control Devices. I have attached the section of the manual,
which pertains to all-way stop signs. With the amount of information presented above, it
is not possible to determine whether a four-way stop sign would be warranted under the
criteria cited in the manual. It would be appropriate to request a traffic study of the
intersection to analyze the hourly counts and have it be evaluated for the placement of an
all-way stop.

Recommendation:

It is staff's recommendation that the attached letter be sent to Anoka County requesting
an evaluation of the intersection for the placement of four-way stop signs.
