Norman, City Administrator <br /> <br />SUBJECT: Master Trail Plan <br /> <br />At the September 21, 1999, Work Session the subject of a Master Trail Plan was discussed <br />between Council, Park Commissioners Jill Johns and Mike Rolf and Staff. One outcome of this <br />discussion was a request to see grant opportunities that would be certain to be applied for if a <br />Master Trail Plan were funded and completed. It is staffs recollection that Council wanted the <br />grants details minimized to a couple "bullet" statements each. <br /> <br />The following summarizes the trail applicable grants that would relate to the Master Trail Plan <br />and for which Ramsey would likely be competitive. <br /> <br />Legislative Commission on Minnesota Resources (LCMR) <br />· Total dollars available is $44,000,000 .:. ~ <br /> <br />· The minimum application amount would be $125,000. <br />· The maximum is $700,000. A minimum 20% match by the L G U is required. <br />· The application deadline is September 2001. <br />· Ramsey is in a unique situation to apply for significant funding for these monies because <br /> Representative Tinglestad was recently appointed to the LCMR panel. It is common practice <br /> for individual representatives on the LCMR panel to carry project in their home district. <br /> Representative Tinglestad has indicated an interest in supporting a Ramsey trail grant <br /> application. <br />· Staff estimate: $350,000- $500,000 <br /> <br />Cooperative Trail Linkage Grants <br />· Total dollars available is estimated at $8,500,000 <br />· Minimum grant $5,000, Maximum $50,000 <br />· 50% cash match (contract expenses only) may be used as a match for T-21 funding <br />· Priority is residential connections to state and regional facilities <br />· Staff estimate: $50,000 <br /> <br />Mn/DOT T-21 Funding <br />· Total dollars available is unknown <br />· Maximum grant available $700,000 <br />· Provides 80% funding for construction <br />· Staff estimate: $400,000- $500,000 <br /> <br />G:htserslCiO, fiTtared File[CORRESPIBoosl19991Memosb~taster Trail Plan.doc 01/04/00 <br /> <br /> <br />
