Considering there are two Captains and two
Lieutenants, it has been effective in past years to alternate the position terms so that the
Fire Officers group would never have complete turnover in the same year, thus assuring a
level of consistency from year to year.

In 1999, the positions available for application were Captain #11, Lieutenant #1, and the
Training Officer.

The process includes a letter of application by the interested fire fighter, an interview
with the Fire Chief, proposal by the Fire Chief to the City Administrator, and then the
proposal to Council. I have given my proposal to the City Administrator and he has
indicated his approval of the selection.

Staffproposes the following appointments: Captain #11 - Bob Simpson, Lieutenant #1 -
Jon McLaughlin and Training Officer - Ron Lemm.

Committee Action:

Motion to recommend Council accept the proposal of the Fire Chief and offer the
position of Captain #11 to Bob Simpson, Li¢:.tenant #1 to Jon McLaughlin and Training
Officer to Ron Lemm.

Reviewed by:

Fire Chief
City Administrator

PC: 01/12/98

jo/apptF£rOfc, doc
