AUTHORIZE AGREEMENT FOR 1999 <br /> CONTRACTUAL INSPECTION SERVICES <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The 1999 operating budget includes $15,000 for Inspection services during the times of <br />year the demand for services exceeds the capacity of regular Inspections staff. <br /> <br />Colleen Rybak is a secretary in Administrative Services and also a certified Building <br />Inspector. She has occasionally assisted the Inspections staff when they are short-handed <br />and is eager to spend more time in the field. Ms. Rybak is also a long-time resident of <br />Ramsey and familiar with the community. <br /> <br />The Community Development Director, Administrative Services Manager, Building <br />Official and Inspector are jointly proposing the following arrangement for Ms. Rybak to <br />provide the supplemental Inspection services funded in the 1999 budget. <br /> <br />Proposal: <br /> <br />Ms. Rybak is a member of AFSCME, as is the current Inspector. The starting salary for <br />the Inspector position in 1999 is $17.42 per hour. After deducting contributions to Social <br />Security and PERA from the $15,000 that has been budgeted, and calculating the <br />difference between Ms. Rybak's secretarial pay and that of a temporary clerical employee <br />to fill in for her, there is funding available for 790 hours of inspections. <br /> <br />There is currently a temporary clerical employee filling in for an employee wtao is on <br />parenting leave. The employee on leave will return to work in March, about th~ same <br />time the Inspections Division's work load increases. The temporary employee is willing <br />to fill in for Ms. Rybak when she is assisting with Inspections. <br /> <br />Rationale: <br /> <br />This proposal is advantageous for the following reasons: <br /> <br />The 1998 rate for contractual Inspection services was $18 per hour, according to <br />staff at Andover. Although this proposal requires Social Security and PERA <br />contributions that make the hourly rate slightly higher, the difference is minimal. <br />Ms. Rybak is well acquainted with the Inspections staff and processes in Ramsey, <br />which may not be the case with a contractor. <br />Because of the flexibility of the temporary clerical employee, Ms. Rybak can be <br />scheduled according to the need of the Inspections Division on fairly short notice. <br />Ms. Rybak can gain experience in the field of study she has pursued outside her <br />clerical position without losing her status as a full-time employee entitled to <br /> <br /> <br />
