TENTATIVE SCHEDULE <br /> <br />Following is a tentative schedule for the steps in the issuing process. <br /> <br />November 10, 1998 <br />November 24, 1998 <br />November 24, 1998 <br /> <br />December 9- 16, 1998 <br /> <br />January, 1999 <br /> <br />Public hearing held by Anoka County HRA <br />HRA approves issuance of Bonds <br /> <br />City of Ramsey holds public hearing and <br />approves issuance of HRA bonds <br /> <br />HRA Bonds are closed and construction <br />commences. <br /> <br />City of Ramsey funds City loan <br /> <br />OTHER CONSIDERATIONS <br /> <br />We have requested a rating from Moody's Investors Service for this issue. Ramsey's <br />current outstanding general obligation debt is rated "A!" Moody's Investors Service. <br />We do not expect the Bonds to be insured by a private insurance company. <br /> <br />· The prepayment date for the Bonds is expected to be January 1, 2008 at par. <br /> <br />We anticipate that the City will lend the HRA its allocation for issuance of not <br />more than a total of $10,000,000 in tax-exempt debt during this calendar year. <br />This will allow the Bonds to be designated as bank qualified. Bank qualified status <br />broadens the market and achieves lower interest rates. <br /> <br />· This debt will qualify for the small issuer exemption from arbitrage rebate because <br /> the City will be allocating its $5,000,000 limitation during calendar year 1998. <br /> <br />· The H RA will select U.S. Bank Trust National Association in St. Paul, Minnesota <br /> as Bond Registrar/Paying Agent/Trustee (the "Trustee"). <br /> <br />Page 5 <br /> <br /> <br />
