<br />Approve Budget Amendment for the Purchase of Large, Previously
<br />Unbudgeted Capital Items
<br />
<br />City Administrator Norman noted that during the August 3, 1998 budget work session,
<br />Council was presented with the 1999 .preliminary budget. It was during this meeting that
<br />staff proposed the funding of large, unbudget~d capital items with the reserves from the
<br />excess revenue transferred at year-ending 1997, to the Highway #47 Fund. As previously
<br />stated, this fund was created solely for that project. She listed the eig!-t major items:
<br />Computer upgrade for year 2000 compatibility - hardware and sof~ware - $100,000,
<br />depreciation on hardware and software - $20,000, Anoka County Police Records software
<br />- $40,000, Depreciation on Police software - $4,000, Chassis water truck - $40,000, one-
<br />ton truck - $40,000, Grader (net of trade-in of $12,500) - $132,500, and depreciation on
<br />trucks and grader ~ $15,555 for a total of $392,055.

<br />Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council
<br />adopt the resolution approving budget amendment for the transfer of funds from the
<br />Highway #47 Fund to fund unbudgeted capital items.

<br />Case #8: Space Needs Assessment Study
<br />
<br />City Administrator Norman stated that during the Community Center Task Force meeting
<br />of November 9, 1998, the Committee recommended staff to seek a proposal for a space
<br />needs study for the City Hall portion of the facilities project. Staff contacted Fred
<br />Hoisington of the Hoisington, Koegler Group Inc., to determine his interest in such a
<br />study. Mr. Hoisington suggested that the City would be better served by an architecture
<br />firm that specializes in such studies. He suggested considering Ankeny Kell Architects,
<br />BWBR Architects, and Boarman Kroos Pfister Rudin & Associates, Inc. (BKPR). He
<br />also suggested that the City pay special attention to BKPR for their municipal building
<br />space needs assessment because they have more experience than the other firms in the
<br />Metropolitan Area. Mr. Norman noted that staff is familiar with all three firms from
<br />recent research processes. As part of the Tri-City Community Center exploration, the
<br />City Managers from Anoka, Andover and Ramsey interviewed representatives from the
<br />firms ofAnkeny Kell Architects and BWBR Architects. The firm of BKPR is familiar to
<br />the City because the last needs assessment study for municipal buildings was performed
<br />by BKPR in 1993, when a needs assessment study was performed of the police, fire and
<br />public works departments. The result of the 1993 study was used as part of the process to
<br />build a new police department and purchase the new public works facilities. Mr. Norman
<br />continued, stating that staff met with David Kroos of BKPR on November 17, and
