I I I I I I I I I I I I I I I I i All exterior wall finishes on any non-residential building shall be: 1. Face brick. 2. Natural stone. Specifically designed pre-cast concrete units whose surfaces have been integrally treated with an applied decorative material or texture. o Factory fabricated or finished metal framed panel construction, if the panel material is to be of those noted in 1, 2, or 3 above. o Other material as may be approved by the Planning and Zoning Commission and Council. Combinations of such materials shall be permitted. b4 Flat roofs on non-residential structures may be prohibited when such construction is deemed by the City to be incompatible with surrounding residential development. Subd. 10. Compliance: In order to assure compliance with the performance standards set forth above, the Council may require the owner or operator of any permitted use to make such investigations and tests as may be required to show adherence to above performance standards. Such investigation and tests as are required to be made shall be carried out by an independent testing organization as may be agreed upon by the City and the owner or operator, or if there is failure to agree within ten days after written notice by the City to the owner or operator to make such investigation and tests, by such independent testing organization as may be selected by the Council. The costs incurred in having such investigations or tests conducted shall be borne entirely by the owner or operator. The procedure stated above shall not preclude the City from taking any such other tests and investigations it finds appropriate to determine compliance with these performance standards. SECTION 2. SUMMARY The following official summary of ordinance #99-_. has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #98-__ to amend Ramsey City Code Chapter 9 (Zoning and Subdivision of Land), Sections 9.03.06 (Site Plan Review) and 9.11.20 (Non-Residential Performance Standards) to: · Revise language to clarify requirements and to change any language that specifically references information that changes occasionally by administrative decision or City Council resolution.
