CASE <br /> <br /> CONSIDER ALLOCATION OF <br /> COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and low to moderate income persons; planning projects; economic development; and <br />historical preservation. <br /> <br />In order to accomplish more significant projects, Anoka County allows for cities to use more <br />than one years allocation at a time in the same funding cycle. CDBG funds are normally <br />processed in 3 year cycles and 1999 is the first year of a new cycle. However, this funding cycle <br />will only consist of two years because 1999 and 2000 are the only years remaining before the <br />County converts to a competitive based system for distribution of CDBG funds. The City of <br />Ramsey's allocation for 1999 is $32,483.00; the two year allocation is $64,966.00.. The County <br />deducts a $1,000.00 administrative fee each year we do a project. <br /> <br />In addition, Ramsey previously allocated $63,988.00 in CDBG funds towards land acquisition <br />for the senior apartment building. However, the funds had to be pulled from that project when it <br />became known that CDBG involvement would significantly restrict income eligibility for <br />residents of the facility. Council may want to consider reallocating these funds to the <br />rehabilitation of 5 homes that will be acquired by Anoka County Community Action Program as <br />a result of the Hwy. #47 corridor improvements. <br /> <br />Observations: <br /> <br />The advertised deadline for applying for Ramsey's CDBG funds is the public hearing on January <br />26. Applications received to date are included in your packet this evening. Any additional <br />applications received by 5:00 p.m. on January 26 will be assembled into a packet and distributed <br />to Council at the meeting at 7:00 p.m. Council may then receive additional requests at the <br />hearing or support for requests already submitted. Staff has scheduled the Council allocation of <br />these funds for the February 9 Council meeting to provide sufficient time to review the <br />applications received and call for any additional information deemed necessary to make the <br />decision. Below is a summary of applications received to date: <br /> <br />1. Community Emergency Assistance Program $3,000.00 <br />2. Rise $3,000.00 <br />3. Family Life Mental Health Center $5,000.00 <br />4. ACBC Food Shelf & Clothing $6,000.00 <br />5. North Anoka Meals on Wheels $4,307.00 <br />6. Alexandra House $2,000.00 <br />7. Arc of Anoka and Ramsey Counties $1,500.00 <br />8. ACCAP Senior Outreach Program $3,107.00 <br />9. Central Center for Family Resources $3,000.00 <br />10. Fathers' Resource Center $3,500.00 <br /> TOTAL PUBLIC SERVICE REQUESTS $34,414.00 <br /> <br /> <br />
