The entire plan set, including the required LCA improvements from the feasibility study and the intersection <br />signalization work, were forwarded to MnDOT and other reviewing entities for comments on March 14, 2011. We <br />anticipate receiving those comments within a week or two, and then the appropriate revisions can be made prior to <br />advertising and soliciting bids. It is intended that bids will be opened in mid -May and then the LCA development <br />contract and assessment agreement can be finalized and approved by Council. Once the appropriate documents are <br />executed and recorded the City can then award a contract for construction activities, which is anticipated to take <br />place on May 31, 2011. <br />Recommendation: <br />Staff recommends approval from the City Council to authorize the solicitation of bids for City project # 11-21. <br />Once bids are received we will be able to finalize negotiations with LCA on the development and assessment <br />agreements prior to coming back to the Council for authorization to award a contract. <br />Funding Source: <br />Implementation of the intersection signalization project is part of the COR Regional Roadway Improvements and <br />was included in the CIP with GO Bonding identified as the funding source; these improvements are now expected <br />to be funded by MSA revenue bonds and the appropriate City utility funds. The required LCA development <br />improvements are to be funded with special assessment bonds and charged back to the benefiting properties.
