Transit Service Expansion Plan <br />In accordance with the provisions of Minnesota Statutes, section 473.4461, the parties hereby agree on <br />the following transit service expansion plan for the City of Ramsey. <br />1.01 Ramsey Star Express Commuter Coach Service to and from Downtown Minneapolis. On <br />or before the termination of the commuter coach service as described above, the <br />Council will initiate regular express commuter coach service serving the City that consist <br />of the following: <br />• Four express trips each morning running from the Ramsey Municipal Parking <br />Facility to downtown Minneapolis; <br />• Four express trips each evening running from downtown Minneapolis to the <br />Ramsey Municipal Parking Facility. <br />The described service will terminate upon the opening of the Ramsey rail station (expected <br />December 2012) which will be integrated into the operation of the Northstar rail project. It is <br />anticipated that the Ramsey rail station will receive the same number of boardings as the Elk <br />River and Anoka stations. Service will contain the following elements: <br />• Service to be provided directly by the Council through its Metro Transit Division or by <br />contract with another service provider; <br />• Vehicles needed for the service to be acquired by the Council using federal and regional <br />transit capital funds; and <br />• Express commuter coach service to be continued by the City of Ramsey and taken over <br />by the Council on or before January 1, 2012 until successful implementation of the <br />Ramsey rail station. <br />
