3. The FTA contribution to the Project will be granted to Met Council which will <br />use or distribute the funds for Project costs, including but not limited to: <br />• right -of -way acquisition and expenses, <br />• acquisition of the BNSF commuter rail easement, <br />• payment to design support, construction, and project management <br />contractors, <br />• used for staffing costs directly incurred for this Project, and <br />• other eligible Project expenses. <br />B. State of Minnesota Funding <br />1. The Parties anticipate that approximately - - % -$4 million of the Project will <br />be funded through a State bond funds. <br />2. ACRRA and City Funding <br />2. City <br />3. The Parties recognize that the availability of FTA and State contributions to <br />the Project will not match the projected expenditure schedule for the Project. <br />Accordingly, it will be the responsibility of to develop a Master <br />Cash Flow for construction of the Project and to provide the cash flow <br />financing for the Project, except as otherwise provided for in this Master <br />Cooperation Agreement or other Project funding agreements. This Master <br />Cash Flow will show the annual amount of funds needed to support the <br />Project, the mix of funds for the various parts of the Project, and the timing for <br />these funds. <br />1. ACRRA <br />a. Direct Contribution. ACRRA will contribute up to $3.1 million (to be <br />negotiated) for completion of the Project for one or more of the following <br />purposes: <br />b. CTIB Grant. ACRRA has applied for and was awarded a $1 million grant <br />for 2011 contingent upon commitment of all funding for the Project. <br />ACRRA intends to apply for additional CTIB grant in the amount of $1.816 <br />million for 2012.
