(formerly U S WEST NewVector Group,
Inc.), who provides AirTouch Cellular service to the Ramsey area and much oflvfmnesota. This letter
is an application for a Conditional Use Permit for a cellular telephone base station (also known as a
"cell site") to be located at the above address. The property owner, Frank Moody, has entered into an
option to lease a portion of his property to AirTouch for the placement of the equipment on his
property where he currently conducts his RV service business, Frank's Service, Inc. The proposed cell
site will help meet the increased demands for cellular telephones in the area, enable AirTouch to
provide digital cellular service to residents of Ramsey, and enable the collocation of at least two other
wireless service providers without the need to build another tower in the area.

The' Proposed Use. We propose to install a cellular telephone antenna site on a parcel located
between the railroad tracks and US Highway 10 very near the northwestem border of your city. This
parcel is located in a B-1 (Business) District. Every cell site has two essential elements: antennas
and cellular telephone radio/switching equipment. For the antenna structure, we propose to erect a
165-foot, self-support tower near the eastern edge of' the property, near the railroad tracks. The
cellular equipment will be housed in a 12-£oot by 24-foot, equipment building near the base of the
tower. Access to the site will be gained via the existing driveway and parking lot. Because the parcel
is currentIy a parking Iot our site designer has proposed no additional landscaping that would interfere
with the ex/'sting use of. the site. Ail of the proposed improvements to the property, as well as the
existing structures and property lines are depicted on the accompanying site plans.
